In 2006, Davis-Monthan conducted the first Angel Thunder as a base-specific exercise. The exercise's success and ACC's need for a personnel recovery exercise program prompted ACC to sponsor the event transitioning AT from a local exercise to an international training opportunity for all personnel recovery assets.

The overall Angel Thunder scenario will take place in California, Arizona, and New Mexico. The environment will provide the maximum amount of variety in training scenarios in a fictional Southwest country. Various exercises will take place within this setting, to include air-sea battle, security cooperation, interagency operations, and support to civil authorities focused on catastrophic incident search and rescue.
