Davis-Monthan Air Force Base Access & Circulation Control Fact Sheet

The purpose of this fact sheet is to provide visitors and their sponsors the most current information regarding entry procedures and circulation control at Davis-Monthan Air Force Base.

The Installation Commander determines who can enter or leave DMAFB. This installation is a closed base, and Security Forces (SF) control access for large numbers of civilian visitors and DoD affiliated personnel daily at Installation Access Control Points (IACPs or “gates”). Security Forces implement stringent entry and exit control processes (vetting, proofing, credential issue, etc.) to ensure only authorized persons enter the installation and that measures are in place to preclude unauthorized entry/exit.

Security Forces perform 100% identification checks at all installation access control points using a Defense Biometric Identification System (DBIDS) handheld scanner on persons age 18 and older. 

Trusted Traveler access (allows authorized individuals with unescorted access to vouch for co-travelers in the same vehicle or on foot) is suspended until further notice; all personnel entering the base must have unescorted access to the base, most commonly with a DoD ID, DBIDS pass or card. Personnel wishing to bring guests on base under the age of 18 do not need to obtain a pass. As you enter the gate, show the barcode on your pass or ID to the Security Forces member. The guard will then scan your I.D., request to see the front, and allow entrance to the installation once approved.

Those who do not possess authorized access credentials may be sponsored onto the installation by authorized personnel. Authorized sponsors include active-duty military, guard, reserve, retirees, eligible family members, Department of Defense civilian employees with a Common Access Card and eligible contractor personnel with a CAC, age 18 or older. The Visitor Control Center conducts background checks through applicable law enforcement data bases on all non-military personnel age 18 and older. An active warrant, barment at another base, or certain types of criminal history may prevent the person from accessing the installation; please click this link for some common examples. Authorized personnel may sponsor non-military affiliated personnel onto DMAFB by stopping at the Visitor Control Center (VCC), located on Craycroft Road next to the main gate. Please remember, as a sponsor, you are responsible for your guests and their actions during their time on DMAFB.

A normal pass is a great way to sponsor up to five non-military guests on base. Pass duration will be based on the length of stay requested for the visitor, not to exceed 30 days. Requests exceeding 30 days must be approved by the noncommissioned officer in charge (NCOIC) of the VCC. If approved, those visitors will be issued a DBIDS card. Those requiring extended access for official duties (contractors, venders, etc.) will be considered and approved on a case by case basis by the VCC NCOIC.

Once your guest has been issued a pass, they can proceed to the gate where they will present their photo identification along with the pass to the gate guards. If you are planning an event with more than six guests, please email 355sfspassid@us.af.mil for a special event template. Once complete, the request must be submitted to the 355 SFS Pass and Badge office no later than ten duty days (Monday-Friday excluding Federal Holidays) prior to the event. The request must be submitted from a military email address. If you do not have a military email address available, please stop by our office to show proof of military affiliation. Once verified, you may email your template from a personal email account.

Any personnel attempting access to DMAFB who has an open warrant or has been convicted of committing a serious crime may be denied access to the installation. If individuals with legal rights are barred from installations or facilities, specific provisions for limited access for the continued exercise of these legal rights must be offered and explained in detail in writing. Individuals locally barred or denied entry may mail an appeal to the Security Forces Reports and Analysis section at 355 SFS/S5R, 3345 1st Street, Davis-Monthan AFB, AZ 85707. The final decision-making authority for access denial is the Installation Commander.

All personnel and property under their control is subject to search or vehicle impoundment while on the installation pursuant to § 634.8 Implied consent.

Guests/visitors who will be driving a vehicle on base will require proof of current vehicle registration and insurance.  

While Arizona has legalized the recreational use of marijuana, DMAFB is a federal installation that classifies marijuana as an illegal substance. The use and possession of marijuana or any other federally illegal drug is not authorized on DMAFB. Those who violate this policy may be subject to criminal charges and denied access. 

Base access procedures for Veterans who don’t otherwise have base access can be found below.

Firearms may only be brought onto the installation by U.S. military personnel, retired U.S. military personnel, and their “of age” U.S. military family members who possess a valid military ID card, and must not be loaded or within the owner’s reach. For further details, please refer to the DMAFB Fire Arms Policy on this page. 

Curfew Hours at DMAFB assimilates Tucson City Ordinance Sec. 11-34. Juveniles' curfew at DMAFB operates under established policies for curfew applicable to minors less than 18 years of age. Curfews are established as a measure to enhance the safety of minors.  All DMAFB personnel will observe the curfew policy and ensure dependent/visitor minors are made aware of the curfew policy.

Base Access for Veterans

DMAFB Fire Arms Policy

Firearms may only be brought onto the installation by U.S. military personnel, retired U.S. military personnel, and their “of age” U.S. military family members who possess a valid military ID card, and must not be loaded or within the owner’s reach.  For further details, please refer to the attached link.

Carry:  Includes privately owned firearm(s) (POFAs), which are located on a person, under one’s direct control (e.g. in a purse/backpack, etc), or within reach regardless if it’s loaded or unloaded.  Carry of POFA(s) is not authorized on DMAFB except by credentialed federal, state, and local law enforcement personnel in performance of official duties. Military personnel may not bear privately owned firearms or ammunition while in uniform or performing official military duty.

Transportation POFA transportation is the movement of POFA(s) from one location to another (does not include weapons carry that is included in the above paragraph). Only U.S. military personnel, retired U.S. military personnel, and their “of age” U.S. military family members who possess a valid military ID card, may transport POFA in a motor vehicle, while on DMAFB. POFA(s) will be completely unloaded (no magazine or ammunition in the weapon) and will not be readily available or within reach of vehicle occupants during transportation. If vehicle configuration does not allow POFAs to be out of reach of vehicle occupants, then POFA(s) must be in a locked container.

Storage:  Only U.S. military personnel, retired U.S. military personnel, and their “of age” U.S. military family members, who possess a valid military ID card, are authorized to store POFA on DMAFB. Authorized storage locations on DMAFB include the 355 SFS Armory, Soaring Heights/Base Housing, Recreational Vehicles (RVs) when utilized as temporary residence within DMAFB FAMCamp Area and Privately Owned Vehicles when operated by individuals authorized to possess POFA on DMAFB.

Storage of POFA within DMAFB Housing and FAMCamp:  U.S. military personnel, retired U.S. military personnel, and their of age U.S. military family members who possess a valid military ID card and reside in DMAFB Housing (Soaring Heights) or in a RV within DMAFB FAMCAMP are authorized to store POFA within their assigned residence only. POFA shall be securely stored in appropriately constructed containers with tamper-resistant mechanical locks or safety devices to prevent POFA access by children or otherwise unauthorized individuals. Keys providing access to POFA containers/safety devices must be controlled to prevent access to firearms and ammunition by unauthorized individuals. Individuals authorized storage of POFA in DMAFB housing or FAMCamp may not store POFA in privately owned motor vehicles on DMAFB. Additionally, individuals who store POFA in Soaring Heights Housing or FAMCamp must register POFA(s) with the 355 SFS Armory. Refer to the registration requirements paragraph below for additional information.

Storage of POFA by Dormitory and/or Lodging Residents: POFAs will not be stored in government owned/leased dormitories or lodging facilities. Dormitory and lodging residents shall store POFA in the 355 SFS Armory. Dormitory and lodging residents are not authorized to store POFA in privately owned motor vehicles while on DMAFB. Additionally, individuals who store POFA in the SFS Armory must follow registration requirements identified below.

Storage of POFA Within Privately Owned Motor Vehicles: U.S. military personnel, retired U.S. military personnel, and their of age U.S. military family members who possess a valid military ID card who do not reside on DMAFB, and therefore do not have another authorized POFA storage location on DMAFB, may store POFA in their privately owned motor vehicle while on DMAFB. Such authorized storage shall not exceed 24 consecutive hours. POFA(s) will be completely unloaded (no magazine or ammunition in the weapon) and will not be readily available or within reach of vehicle occupants during transportation. If vehicle configuration does not allow POFAs to be out of reach of vehicle occupants, then POFA(s) must be in a locked container. Keys and/or combinations to such containers, vehicle compartments, and secured vehicles must be controlled.  Children are prohibited access to firearms unless supervised by a parent or guardian.

The Installation Commander has not authorized LEOSA as it relates to the carry of privately owned firearms on DMAFB.

CAN Veterans' SPOUSES OR DEPENDENTS SHOP?

While spouses and dependents are not eligible for this benefit, or to make purchases, they may accompany the eligible veteran or caregiver as a guest.

For installation access purposes, guests must present an acceptable credential as proof of identity and pass a basic on-the-spot background check.
