D-M employees required to maintain emissions information in ECARS
Federal employees at Davis-Monthan Air Force Base, Ariz. may start seeing emails about the Employee-Certification and Reporting System as early as July 22, 2013. ECARS is a web-based system in which personnel will be required to enter and maintain vehicle emissions information about their personnally-owned vehicles.
